Subhash objected that the high command allowed the ceremony only after pressure from local Congress leaders. He said that Congress had forgotten its own leader but the Modi government, despite being an opposition leader, erected a memorial at the Ekta Sthal in Delhi and issued a stamp in his memory. Telangana Chief Minister K Chandrasekhar Rao announced that he would go to Delhi with a delegation under his leadership and request Prime Minister Narendra Modi to give Bharat Ratna to Rao. Significantly, Rao was born on June 28, 1921, and died on December 23, 2004. He was the Prime Minister of the country from 21 June 1991 to 16 May 1996.

It was on this day in 1991 that his government presented the first budget which is claimed to be the first attempt towards economic reforms in the country.
