What is the new Domicile Act?
The Jammu and Kashmir administration has implemented the new Domicile Certificate (Procedure) Rules 2020. After the implementation of this rule, children of Western Pakistani refugees, sweepers, and women marrying in other states will also be entitled to domicile. For all these, the rules of the compulsory category and other categories including staying in the state for 15 years will be applicable.
Compulsory to stay for 15 years
According to the rules, those who have resided in the state for 15 years or who have studied here for seven years, are eligible to become permanent residents. The condition is that those taking education has appeared in the 10th and 12th examinations. At the same time, Central Government PSUs, Indian Administrative Service officers, public sector employees, and bank employees who have worked in Jammu and Kashmir for 10 years can also become permanent residents.
A competent officer will have to apply
To become a permanent resident, people will have to apply to the competent officer, including the Tehsildar and other officers. This application can be done online or offline. In the case of displaced persons, the application has to be made to the Commissioner of Relief and Rehabilitation. After this, all documents have to be submitted, after which the permanent residence certificate will be issued.
